All right. Guilds, if you haven't seen them before, are basically alliances. Anyone can create a guild, if the guild is creative, of course. For instance, if you create an elf guild, it might be better to choose a select group of elves, such as the Sindar or the Noldor, so that there can be more than one guild.
And there can't be two of the same guild, of course.
Be creative! If you want to create a guild, come up with a banner for it, or something for your member's sigs, and/or ranks, or offices. Have fun with it.
Also, when you want to create one, post a thread or post naming the guild, all current members if you have any, a banner if you've got one, and the reason for creating the guild.
Any rules or regulations of your own, you are free to create and enforce in your own forum.
I will create the board and make you moderator of it, once I approve of the guild. ^_^
